Pagination

Two operations answer a page at a time: List transfers, newest first, and Export transfers, in UETR order. Each page has next_cursor: pass it as cursor to read the next page, until next_cursor is null. A cursor is opaque and only good for the same operation and filters. List transfers takes limit, from 1 to 100 transfers a page, 50 by default. The delivery log answers its 50 most recent deliveries, and the other lists are short and answer in full.
